Is OpenLoc open source?

Yes and no. The source is open: you can read all of it, and enterprise localization teams can run it themselves for free. The license is the Business Source License 1.1, not an OSI-approved one, so reselling it, or using the code to offer a competing TMS, needs a separate license. Like all BSL software, it becomes open source on the change date written into the license.
